Voluntary Bovine Johne’s Disease Control Program (VBJDCP)

The Voluntary Bovine Johne's Disease Control Program (VBJDCP) is a national program developed in cooperation with the National Johne’s Working Group and the Johne’s committee of the United States Animal Health Association, State Veterinarians and industry representatives. VBJDCP is administered through states and supported by the USDA’s Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) and industry.

In FY 2008 USDA-APHIS-VS received $10.5 million for this program. Of this amount, $1.7 million was distributed for use with the National Johne’s Demonstration Projects and $2.3 million through state cooperative agreements. Dairy Cow Head

The Voluntary Bovine Johne’s Disease Control Program has three key components:

  • Education – To inform producers about the cost of Johne’s disease and to provide information aboutmanagement strategies to prevent, control and eliminate Johne’s.
  • Management – To work with producers to establish good management strategies on their farms.
  • Herd testing and classification – To help separate test-positive herds from test-negative herds.

APHIS 91-45-016 "Uniform Program Standards for the Voluntary Bovine Johne's  Disease Control Program -Effective June 1, 2006" outlines current minimum national standards. States may implement standards and rules that are more stringent than the national standards, but all regulations relative to interstate animal movement must conform with Federal Regulations.

Final reports for FY 2007 show that 49 states have adopted to VBJDCP or had programs that were considered in compliance with these standards.
