      Defining the Issue: What is the problem/concern with the current program? Is it poor adoption of the program by states/industry?  Is it concern about on-going adoption of / participation in the program if federal funds are reduced?
      Question 1: What are the strengths of the existing “product” (JD program) and the current structure for delivering the product?
      Question 2: What are the limitations of the current product and the current structure?
      Assumption: We wish to increase voluntary enrolment in the Johne’s program and have a program that is sustainable even without federal funding.
      Question 3: What are the main challenges that currently limit, or may limit in the future, increased adoption/ ownership of the product by industry?
